A quick reminder, if any were needed, that it is not just banks that can suffer from an operational risk event. Governments can too. The difference, of course, is that you can change your bank at any time.

In banks however we attempt to measure it using parametrically founded statistical approaches which while often criticized seem a little bit more cognitively robust than self weighted score cards. There are those of course which try to apply these scorecard models in banks and claim that they have built a capital model, shame on them.
